I don't quote understand your doubts about appendix C. That appendix is simply a reprint of the Memorandum which Dr Shaw sent round to the Committee, and is merely a matter of record. No proof of the minutes is sent to Dr Shaw before they are settled, because his locus [standi] is simply that of an ordinary members of the Committee.'
