With reference to your letter of December 15, enclosing a copy of a letter from Mr A Doudney relating to a bill for animal cages supplied to the Bysaland Sleeping Sickness Commission, on the order of Sir David Bruce, for which a receipt had been obtained in advance of payment, enquiry has been made of Sir W B Leishman and I am now able to enclose (together with bill in question) a certificate from him that the Account is one that remains to be paid. 
A similar case is that of Mr F G Parsons (bill enclosed herewith). Sir W B Leishman certifies this also as ripe for payment, the receipt having been obtained by Sir D Bruce in advance.'</dc:description>
