  <dc:description>'In reply to your letter of February 29th, the explanation of Mr Morse's lack of an invitation to the Royal Society Soirees is that, whereas formerly the whole Council of the Institution of Electrical Engineers, as of other scientific institutions, received invitations to our Soirees, the Committee of this Society a year ago found themselves compelled, but the general increase  in the invitation list, to restrict their invitations to the principal officers of those institutions. This decision was of course quite impersonal and had a general application.'</dc:description>
