  <dc:description>'In reply to your enquiry of yesterday's date, with respect to the certificate of Mr W E Hoyle: this certificate has now lapsed, and cannot longer be redespended. As you know, the validity of a certificate extends over a period of five years: Mr Hoyle's certificate was received on December 23rd 1905, was suspended for the election of 1906, and has been re-suspended each year up to and including 1911. 
Should you wish to prepare a fresh certificate I will send you a form, but you will of course be too late to enter Mr Hoyle as a candidate fro the 1912 election.'</dc:description>
