There is certainly no such scholarship at Oxford, and i is much more likely to be at Cambridge, where I would suggest your making enquiry. 
I do not understand what your correspondent, Mr Ferris, refers to as his Society at Burlington House. His name is unknown here.
I have an impression that a scholarship or foundation of some kind at Cambridge was endowed in recent years by the late Mr Frank Maclean, a Fellow in this Society and it might be worth your wile to inquire about this.'</dc:description>
