Enclosed herewith I send a letter, which has been received here from Mr Michie Smith, addressed to the Secretary of the Indian Observatories Committee. I was uncertain to whom this shd [should] be handed &amp; consulted Genl [General] Strachey upon the point. He writes this morning that you are in communication with the India Office &amp; the letter should be sent to you. A book-packet which was received at the same time, I am also sending forward to you.
