The Committee of Papers have directed it to be published in the 'Philosophical Transactions [of the Royal Society]', subject to some revision. It should be stated more clearly that the mathematical methods are of a rough and tentative character. Some numerical illustration should be given. The mathematical expressions also require some revision, so as to make them more suitable for printing. 25 May 1914
