Explains that both referees, Professor V. [Vernon] H. [Herbert] Blackman and Mr. Horace Brown, recommend publication in the Proceedings, however the paper is four pages over the limit. Asks Professor [John Bretland] Farmer what further action should be taken. 13 February 1917
