Notes that the opinion of the referees is that Dr. Allen has not proved his case and that an accidental coincidence may account for his results. Suggests that perhaps a short paper alone, sufficient for Dr. Allen to establish his priority, should be published in the Proceedings. Asks Professor [Owen Willams] Richardson to pass this message onto Dr. Allen. 12 July 1917
