  <dc:description>Rix encloses herewith a memorandum from West, Newman &amp; Company which will give Young the information he requires about Dr [William] Huggins's plate [not attached]. The transaction will of course be between Young and the Messrs, Rix has nothing to do with the matter except to get permission of Council to republish the plate. Permission will be obtained on Thursday week, but it is so much a matter of course, that Young may safely proceed with the plate at once.</dc:description>
