The reason being the Royal Society contributes a sum to the Union and it is for the Union to decide how the money is spent. Also, regarding the issue of Colonel Winterbotham's attendance of the Congress at Madrid [in September/October 1924]. The Council have felt it would be better if Colonel Lyon, as Chairman of the National Committee would nominate him, or Winterbotham nominate himself rather than the Royal Society do so.</dc:description>
