If the Council yesterday did not authorize affixing[?] of seal, Foster must have a special Council for the purpose. They may perhaps arrange the illuminating in time for next Thursday and make the Committee of Papers into a Council meeting. If so Rix asks Foster to try and let them have the addresses by Monday morning.</dc:description>
