The Society's regulation is that any institution that wishes to have the 'Philosophical Transactions [of the Royal Society]' must put in an application within five years of the date of publication. The Society can send the last five years but the Liverpool Observatory has forfeited three years which can now only be obtained by a vote of Council upon Plummer's written request.</dc:description>
