Copy letter from Michael Foster, to the Reverend William Wilks, Royal Horticultural Society Foster has asked the assistant Secretary to send Wilks the enclosed unsigned [not attached], a properly signed copy will reach Wilks on Wednesday after Council. The Royal Society does not see its way to go before the LCC [London County Council] and it is a question whether Government is not the proper body to go to [for an investigation into the nature of fogs and the means to avoid them]. The Royal Horticultural Society can 'very fitly' move in the matter, then if the Royal Society is subsequently appealed to they can back them up, and will do so. 10 December 1892
