  <dc:description>Foster has asked the assistant Secretary to send Wilks the enclosed unsigned [not attached], a properly signed copy will reach Wilks on Wednesday after Council. The Royal Society does not see its way to go before the LCC [London County Council] and it is a question whether Government is not the proper body to go to [for an investigation into the nature of fogs and the means to avoid them]. 

The Royal Horticultural Society can 'very fitly' move in the matter, then if the Royal Society is subsequently appealed to they can back them up, and will do so. </dc:description>
