Copy letter from Herbert Rix, to Professor Michael Foster Rix had quite forgotten this little tract by J B Bailey and thinks Foster should look through it. As it is the only copy they have, Rix asks for its safe return. As a post script Rix notes Mr Common has just brought across the enclosed letter, from which he desires Foster to draft a letter to Admiralty. [No enclosures] 10 February 1893
