With reference to the request orally conveyed by Mr J Milsted Spencer when he called here a short time since, that the return of the Standard Yard and Pound might be deferred for the present until Professor Mandeleeff's return from Paris, I have the honour to inform you that the President and Council have no objection to offer ^to this cause^ but that they are of opinion that the measures should be returned here before the 28th July at the latest, as I shall be leaving town about that time.
