Not recommended for publication in Philosophical Transactions. No modifications seem necessary or desirable and all the accompanying illustrations should be reproduced. It seems unsuitable for Philosophical Transactions since at present it is insufficiently searching and not sufficiently exhaustive either in argument or experimental methods. Its suggestiveness is valuable and its brevity makes it well suited for publication in the Proceedings instead.
