Not recommended for publication in Philosophical Transactions. He has no special knowledge of the subject matter but he does know enough to say that this paper in no way makes a step, distinct or otherwise, in the advancement of natural knowledge. The paper contains a 'wearisome' but no doubt good account of the changes in the appearance of the retina in section in successive stages of development. The author gives hardly any account of the literature and no conclusions of any general interest are arrived at.
