Recommended for publication with the modifications and omissions suggested in his attached detailed report and with other condensations which the author may make if the importance of shortening is pointed out to him. All the figures accompanying the portions of the text ultimately decided on for publication should be accepted. The paper in its present form would be of excessive length and it could be substantially shorted without leaving out anything essential. Gives some detailed suggestions of what may be done in this direction but these details are not provided in his manuscript report.
