Encloses the reports of all three referees on Jeans' paper [not attached] and shall be glad to know whether any and if so what, steps should be taken. 
Foster replies on the 28th July that the divergent opinions of referees one and two and the qualified recommendations of the thirds referee, mean this paper should go back to the Physics and Chemistry Committee.
