Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Suggests the first paper could be condensed to remove verbose language. The theory of similitude mentioned in the first paper should also be mentioned in the second. The second paper could have been briefer if written for mathematicians rather than physicists, but does not recommend any alteration.
