Not recommended for publication in Philosophical Transactions, in its present form. It is 'too much like a fellowship thesis' and it should be shortened. He isn't competent enough to judge the mathematics in the paper though he imagine it is sound as 'Prof[essor]Milne has seen it'. It needs to be extensively reduced in length.
