Recommended for publication in the 'Proceedings of the Royal Society of London'. Gives opinions informally in a letter to Frank Edward Smith. Has, and had, no intention of holding up publication. The paper is good from a mathematical standpoint, but the author implied in the introduction that there would be interest too for the engineer. However, the paper fails to give results and methods of practical use to engineers. Will review the proofs with D B Smith.
