Recommended for publication in the 'Proceedings of the Royal Society of London'. The method is new and interesting, and of practical use. Finds the paper not concise. Suggests the author rewrite the paper to emphasise the positive results and omit the inconclusive results. The experimental results currently in the appendix are of enough importance to be included in the main text.
