The paper is an extension of of previous work on the subject and deserves publication. Finds some poor judgement in the compilation. Suggests the authors be given the opportunity to revise the paper. Comments on the notation and symbols which require definition. Comments on the mathematics. Suggests the examination of the errors should be carefully revised.
