Not recommended for publication in the 'Proceedings of the Royal Society of London'. The author does not use the formulae of Hendrik Antoon Lorentz, Shankdland [Robert Sherwood Shankland?] and Cunningham. Does not agree with some of the conlcusions. Does not feel the paper contributes towards current problems in physics. Previous erroneous statements regarding radiation have been omitted.
