The observations and results are important, but the presentation is poor, making the paper unsuitable for publication by the Royal Society. Suggests starting the paper with a short, clear statement of the problem investigated. Suggests the paper be rewritten with the guidance of someone familiar with writing for the Proceedings. Refers to a recent report on a paper by Chiong, which is in a similar state to the current paper, in that the author has published on the subject previously.
