Considers the paper to be made 'entirely of speculation' although some parts show ingenuity. Refers to work of Faye [Charles de la Faye?], John Herschel and Carrington [Richard Christopher Carrington?]. The author's theory on sun spot periodicity 'would probably be received with some doubt by astronomers'. The paper should be printed but is not sure if the publications of the Royal Society are a suitable medium. If the paper is considered too long for the Proceedings, the author should be asked to provide a full abstract. Suggests omitting the appendix.
