Recommended for publication.The paper is 'thorough and well-documented' and the results are of great value. He is unsure if The Royal Society is the best organisation to publish such a paper. If shortened, the paper would be of more general interest. However, it isn't extensive and there 'would be no harm' in its printing by the Royal Society.
