Not recommended for publication in it's present form. The paper requires heavy reduction, as only about a fifth of the paper is necessary. The references are not in accordance with present regulations.Even if the paper is modified, it still may not be suitable for Proceedings as it doesn't make a substantial addition to natural knowledge.
