The paper is entirely symbolical, with no numeric values assigned to the symbols used. Suggests referring the paper to the Mathematics Section. As it stands, 'without any arithmetical illustrations of the theoretical conclusions reached, the paper would not be of the slightest interest or value to practising [sic] water-engineers'.
