Recommended for publication in Proceedings. He can hardly comment on style, since the author is based in India. He repeats himself a lot throughout the paper and references his previous paper on barium regularly. It would have been better if he had waited until both parts were ready and published them together. There are some small errors, though it may be too late to correct them.
