No clear statement regarding publication in the Philosophical Transactions of the Royal Society. The paper is of such scope that there isn't time to appraise it in detail. The paper is important both theoretically and administratively. Cannot find fault in the statistical theory. Finds the paper more suitable for publication as a book or monograph, as it has so much bearing on economics and administration. 

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
