Recommended for publication in the 'Proceedings of the Royal Society of London', but it is on the borderline. The paper is overly long and doesn't lead to anything striking. The experimental work is careful and the paper is sound. Suggests a further opinion be sought from Cyril Norman Hinshelwood. Does not think the paper should be sent to Eric Keightley Rideal, as it disagrees with work undertaken by him and L W Elder, so may not be unbiased. 

Crossed-out letter on the reverse suggests sending the paper to Eric Keightley Rideal for refereeing, as he has done similar work, or preferably to Cyril Norman Hinshelwood. 

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
