He doesn't think he can make a definite recommendation to the Society. The form is unsatisfactory and there are lots of deletions and additions. The author is 'disprespectful' for submitting the paper in it's present form. He is not greatly impressed by the work but he doesn't have sufficient knowledge of the subject.
