Not recommended for publication by the Royal Society. The paper is clearly written and records a careful investigation. However, the subject matter seems to be of  'limited technical interest'. It will only be of interest to a small number of optical workers who can understand the mathematical work. He hasn't checked the mathematics fully, but it seems to be correct. The paper would be better published by the Physical Society or the Royal Astronomical Society.
