Recommended for publication in Proceedings. The first paragraph should be expanded to make it clear what the paper is about. Some of the wording should be modified. There are some typographical errors.

Letter (dated 15 February 1947) states that he has been under so much pressure recently that he has found it difficult to read the last two papers by the author, but he found some time to re-examine them at the weekend. The points he raised have been met and the paper is suitable for publication.
