  <dc:description>He is sorry for the delay in returning the paper,as he didn't return from America until the beginning of August. It is a 'reasonably competent piece of work on a difficult problem'. He cannot referee it thoroughly, since he doesn't know enough about radio-chemistry. Fears that his opinion may not be of value to the Chemistry Committee. It should be read by a competent radio-chemist. Asks for his address to be updated.
