Recommended for publication in Philosophical Transactions. The paper is lengthy and 'rounds off a chapter in the invariant theory which was initiataed 100 years ago by Coole, Cayley and later, the German school of Clebsch and Gordan'. He is glad that a problem he worked on forty years ago 'should at last find a seconder who has so well completed it'. It should be acceopted, despite it's length. Some small modifications could be made.
