Smithies writes: 'Dear Martin, I am returning herewith Parts I-III of Newns's paper. The revision of Parts I-II seems entirely satisfactory, and I have no further comments to make. I agree with the other referee that Part III should be published in the Transactions under the same cover as Parts I-II, and that the section numbers should run consecutively throughout.
