Southwell writes: 'I am sorry that this paper should have been held up by reason of my having been away - and the more so since I do not feel that I am competent to act as a referee. I have read the paper carefully, and I judge it to be sound, important, and well-written; but it raises no new problem in 'relaxation', and to judge it one would need to be well acquainted with the theory of integral equations - and I am not!'.
