Believes the research to be rigorous, valid, and novel. States that only 'preliminary announcements' have been published in India, and the full results are expressed for the first time in this paper. Believes this is not against regulation, referencing papers by [F W] Chapman and [Edward Victor] Appleton which 'contain matter already published'.
