Says that 'In the letter to Mueller I express my concern that some effects apparently observed and not as yet investigated may be of considerable significance to the Apollo Program'.  Complains about 'the lack of communication within the scientific community concerned with lunar work'.  Goes on to say that 'There clearly are many people including myself who would have been extremely interested to have seen the pictures of the modified footpad of the Surveyor at an early date and who would have been able and eager to initiate experimentation, thought and theoretical work to shed light on the puzzle'.</dc:description>
