  <dc:description>Regarding ARPA's [Advanced Research Projects Agency] funding of the Arecibo Ionospheric Observatory e.g. says that ARPA is under pressure to confine its interests to areas of military significance.  A lot of the work going on at the Observatory falls outside such areas.  Cornell University operates the Observatory by giving priority to areas of research that seem scientifically valuable.  If the University continues to operate the Observatory about half of the work going on there would be unrelated to what ARPA does.  Therefore ARPA would be unable to fund that work.  </dc:description>
