  <dc:description>Regarding a telephone conversation with G Mulders.  Says that he talked to Mulders who is keen to take on Arecibo [Ionospheric Observatory] contracting.  Also says that he thinks that the NSF [National Science Foundation] will respond positively if they can persuade ARPA [Advanced Research Projects Agency] to ask the NSF to take over the operation of the contract.  Says that they should press ARPA to make this change.  Thinks that the present time is a good time to do so because ARPA are trying to find a way of decreasing their commitment to them.</dc:description>
