Memorandum from Thomas Gold to W D Cooke NSF were asked about the possibility of submitting a proposal to NASA for the "upper work". They advised themn to submit the proposal to both NASA and NSF. Fleischer did the leg-work at NSF and met with Smith of NASA. This was just before T Jones took up his position. 31 March 1970
