He served on civilian commissions, such as the High Court of Justice in Dublin and was involved in the Plantation at Ulster and settlement plans there. He himself profited from the expropriation of Irish lands through the land settlement in Ireland and received lands in County Kildare. He was influential in the development and management of Irish legislation as an MP for Kildare and Wicklow, in particular concerning the Bill of Attainder and the Irish assessments for the development of the Irish taxation system. After the collapse of the Protectorate, he became a supporter of Charles II and was assisted by influential friends, such as Viscount Conway, George Rawdon, and Lord Broghill.
