He spoke out against the banishment bill in 1679 for being too lenient, and was also appointed to the committee of elections and privileges. Furthermore, he served on the committee to continue the prohibition of cattle imports from Ireland, which was one of the restrictions of the English 'Navigation Act' of 1660, which prohibited all exports from Ireland to the English colonies. These measures had devastating effects on Irish cattle and shipping trades. He further acted within the committee to push for quicker convictions of Popish recusants, which restricted the movement of Catholics within England.
