1. Terms of reference and rules for membership and retirement.
It was noted that Council on 16 January 1964 had laid down the following;
Terms of Reference;
To correspond with the ICSU Special Committee for the INternational Biological Programme
To co-ordinate the scientific content of the United Kingdom contribution to the Programme, and
To report to Council

Rules for membership and retirement
The committee shal be governed by the rulews for membership and retirement for those National Committees established for special purposes (see page 93 of the Year Book for 1964),

The chairman reported that he had recommended to Council that the chairman of the British Natinal Committee for Geography should be added to the committee as an ex-officio member. He also reported that Council appreciated that as the IBP developed it might prove necessary to co-opt other members as required.
