Recommendation to Council - Minute 3 (a) - that the delegates to the General Assembly at Pallanza be instructed to make their aim the deletion of Staute IV (b) rather than to press for the changes necessitated by the resolution of Council st out in minute 4 of 8 April 1949; and that emphasis be laid on the proposed deletions's having no retrospective effect.
